在中美兩國分别接受自然科學和社會科學的教育，曾在美國俄勒岡大學和紐約州立大學、新加坡國立大學和英國諾丁漢大學工作，2015年加入甯波諾丁漢大學。

人才培養
曹聰教授從事關于中國的科學技術和創新的社會科學研究，著述涉及科學精英、科學技術人力資源、納米技術和生物技術的創新與創業、科技體制改革等領域。他著有《中國的科學精英》、《中國轉基因：全球争議是如何影響中國農業生物技術政策的》，并與其他學者合著《中國科技崛起的人才優勢：高端人才的作用》、《中國創新及其對全球科技體制的挑戰》。
